Can we code this report with a 36000?

PROCEDURE: Access Infuse-A-Port.

DESCRIPTION OF PROCEDURE: Masks were placed on the patient as well as myself
and the nurse. The port site was cleaned up. A 20-gauge 1-inch needle was
used. I first used to attempt to cannulate the port where the prior needle
sticks were. However, this appeared to be below where the rubber port was. I
then accessed this just a little bit higher, was able to access the port or
press the needle down distally. I could get good venous return from this,
which was then flushed with normal saline. Dressings were then applied as
well as infection control patch directly around the needle. The patient
tolerated the procedure well.
 
I would use CPT code 96523 (Irrigation of implanted venous access device for drug delivery systems). This does not seem to be an introduction of needle or intracatheter, vein scenario. This is a simple infusa-port flush and should be coded as such.
