Nurse documented HPI,ROS PFSH is comprehensive,Vitals were taken labs ordered,however patient left prior to the Exam.
I is this a billable service
The encounter doesn't provide insight to why the pt left
No counseling or coordination of care was documented

Nope not billable. One CMS MAC used to allow established in that scenario but the option was rescinded.
