Wiki New patient= New diagnoses points?

Does a new patient get new diagnosis points, It seems to me that they would, however other coders do not think this in my company.

If the patient is truly a new patient (not been seen by any of the providers within that billing group, then it is considered a new problem. The audit tool I have specifically states 'New problem (to examiner)'. However, if it is a self-limited or minor problem it doesn't distinguish between established or new issue.
