New patient rov - physical the doctor

When a new patient comes in for a yearly physical the doctor usually has to do some record review and an extensive history/pfsh on the patient. Can we bill a prolonged visit with it since it will take more time than usual to complete such as exam? Can you only bill prolonged with sick visits? Thanks :d
