Wiki New problem vs established problem

Hi
If our practice has not seen a patient in over 7 years, I know the patient is considered new. However, if the provider is seeing the patient for the same problem they saw them for 7 years ago, is this a new problem or established problem?
Any help would be appreciated!

Well if it was a fracture code 7 years ago, it would end in an A. 7 years later, if it was the same fracture related issue, then it would end with a S. That's one example of a difference, I suppose.
