New pt consults for hx of cancer dx code

Greetings,
May I please get some assistance and feedback on the following question? When a new patient comes in to establish care with a Hem Onc provider for a history of cancer can we still code this with dx Z08 as the primary? The history of cancer code is an unacceptable primary code but it is not technically a follow up visit either. Thank you in advance.

Hi I would use the Z08 followed by the history code. If it is not a follow up related to her history of cancer, why is she seeing Hem Onc?
