Patient was seen 3 years to the date. Does this keep them established or make them new? I'm thinking established since technically the business day was not over????
 
I agree as well - since this is the last day of the 3-year timeframe it falls "within the last 3 years".
If the patient were scheduled a day later, that would be a new patient, as the 3-year timeframe had expired a day ago, but that is not the case.
