New York State Medicaid coverage change?

One of our local Medicaid managed care companies are saying that there is a new change in coverage for NYS medicaid covered individuals who need podiatry services. They reference the NYS Medicaid Benefit Update of October 2012, Volume 28, and indicate there is a December 2017 update from CMS benefits that is retro active to 10/1/2015. I have search the CMS site and so far have not found this December 2017 update. Has anyone else found this? The company is using it to deny coverage.
