Wiki Newborn admitted to NICU one facility, develops RD, transferred to another facility

I have a newborn with an admit to NICU. There is an addendum in the chart saying baby developed Acute Respiratory Distress SAME DAY OF SERVICE, and was transferred to another facility to receive a higher level of care. I then have and admit note from that facility for the same dos.

Can I code for both facilities? An admit 99477 for one and perhaps subsequent care for the other. Or could this be considered critical care?

I was instructed to bill an admit/discharge for the first facility and then the 99477 for the second. Wouldn't that cause a conflict?

If you are billing for both facilities, does that mean the two facilities are part of the same group/institution? The guidelines seem to be completely based on the two facilities/providers/groups relationship to each other. Also, was the infant born at the first facility and then put into the NICU immediately after the birth?
