Wiki Newborn well visit with problem visit

A provider questioned whether we could bill both a Newborn well visit with problem oriented visit. Newborn was establishing care with our provider and also was seen for follow up from the hospital for jaundice. Jaundice required lab and assessment. Thinking the jaundice may not stand on it's own.
 
The ICD-10 CM category description states :
Encounter for general exam WITHOUT complaint, suspected, or reported diagnosis.
So while CPT states you can bill a preventive with an ov with a modifier, the new ICD-10 CM description for this category of well visit codes states you cannot cod the dx codes together.
