Any suggestions for specifically coding non-healing surgical wounds in ICE10?
There is nothing specific for "non-healing surgical wound" or for a surgical wound by site, ie. "non-healing surgical abdominal wound". Both terms point to unspecified codes.

What if patient has comorbidities that make his surgical wound hard to heel.
Is it surgical complication too?
The code I can find is T8189XD-Other complications of procedures, not elsewhere classified. Is it right code for 'non healing surgical wound"?

I would use T81.89X(A,D, or S) along with a secondary code for the complication/manifestation

There are codes for dehiscence and disruption of wound. Check the documentation to see if these are supported instead...
