I have a situation where a physician is billing 99239 for inpatient discharge which reguires greater than 30 min. but the dicatation is from the NP and the hand written note is from the NP indicating a time of over 30 min. --- the physician did dictate also a discharge summary and signed at the bottom of the NP handwritten notes 15 minues time. My question is -- can this physician bill for 99239 since he only spent 15 min. even though the NP spent the time?
