NP or EP? Pt saw MA 1st visit for blood draw then.....

I need some help in clarification please. The office I am billing for is a "wellness" type clinic. The clinic is hired for biometric screenings and well care visits for their employees. A biometric screen is a simple blood draw and the blood is sent to an outside lab. If a patient is seen by the MA only for the blood draw then comes in a few weeks later and is seen by the MD, is this considered a NP?

I am thinking yes because per AMA guidelines "decision tree", if a patient received any professional service from the physician or another physician in group of same specialty within 3 years....... The key, I believe is PHYSICIAN and not MA?????

Can someone confirm this please?
