looking for a little help, I have an OB patient with a failed induction and on top of the global would like to bill a 99219 initial observation and also 99217 observation discharge management do I need a modifier on either of those or additional icd 10 codes over and above O09.899 high risk pregnancy.
 
There is a failed medical induction of labor code: O61.0. The high risk pregnancy codes would be used for a high-risk condition but why do you want to use observation codes instead of inpatient admission and discharge codes? Usually patient is admitted to the hospital by the physician for the induction and subsequent delivery. No modifier should be needed on your admission/dc codes and it should be considered outside of the global unless she came back later same day and delivered by your physician. You stated "on top of the global" so not sure if that was the case.
