A patient is in Observation status in the hospital at 530 pm, on-call physician cares for her, then the next morning our physician rounds to see her, still in Observation status. He dictated a discharge summary.

How to code??? Observation 99218 - 99220?? OBS DC 99217??? Help!

Sounds like your physician discharged her, so all you bill is the discharge 99217. The on-call physician will bill the intial observation code.
