Can our physician bill for a 99218-99220 if we admitt/send from office for a blood transfusion or other same type of services. Also, do we have to physically see the patient to bill for discharge and admit to obs. status.

Not see patient at hospital

If you are not actually present with the patient at the hospital you cannot bill the admission to observation code. Just code your office visit.
