My provider admits patient to observation but does not see patient until next day and then also discharges same day. how to code?

If the physician sees the patient in the clinic or other site of service on the day of admission it is more beneficial to use that documentation for the "admission" and bill 99218-99220. But if they do not see the patient on the day of admission then you can only bill the second day with an observation discharge of 99217.
 
Thank you, I understand that part, my question is if admitted by my Provider for Observation on the 17th. We did not see patient on the 17th. My Provider saw patient on the 18th did an H&P and then later in the afternoon discharged patient and did discharge note. My question is can I charge the 99234-99236 and charge the H&P and discharge together for a higher level? or do I need to charge as established/new for the 18th?
