Wiki Observation for planned procedure

Hi,
One of our physicians wants to charge an admission for observation after a CT guided kidney biopsy that was planned two weeks prior. Normally there would not be a charge and it would be included in the procedure.

A radiologist did the procedure. Our physician went to the hospital to see the patient and do the H&P for observation.

I still don't think she can charge since the admission for observation would be included in the planned procedure and the patient wasn't' having any complication, 23 hr observation was for precautionary status. I feel the only charge she could get for the H&P would be the office visit in which she decided to schedule the patient for the procedure.

Any help would be greatly appreciated.
