Can someone explain how to advise physicians to code Observation Status from the newest guidelienes from CMS?

Do we advise them to admit prior to midnight-2 if the patient requires services that cannot be provided in out-patient setting? How does this effect medicare beneficiaries as to meeting the criteria for skilled nursing should the patient be admitted after midnight-1, prior to midnight-2 and discharged on day 3?
