Office staff entering diagnosis information into the EMR

I have a question that I am searching for written docuementation to support this .... In the EMR, after a physician sees and assesses the patient and creates a note....(where he doesn't put the diagnosis codes in the EMR but he does put it in his assessment, therefore office staff are going back into EMR and loading those dx's in the problem list. I need documentation to support this. I have a person in our IT department saying only the nurse or MD can enter it into emr, but its already established and in EMR in md note just not in problem list.
Does anyone know where I can find documentation to support this?
