office visit and/or fracture care

We had a new patient who came into the office for a humerus fracture on 7/20. Dr gave the patient a script to get fitted for a brace and then come back into the office on 7/29 to determine wether he was going to treat her non operatively or open surgery. Would I use an E/M code for the 7/20 new patient visit since Dr did not know how he was going to treat the patient?
