One of my doctors saw a patient and this patient is established. He spent 20 minutes in a face to face discussion with her, but she would not let him examine her. What CPT code if any can I use to bill this? Thanks for any help

If he did nothing but council the pt you can still bill a 99213 based off time alone as long as it is documented in the encounter along with a brief description of what was talked about
