Ohio Medicaid 59409 denials for medical necessity

Recently I have had several denials for Medicaid obstetrical claims. Is there a list of dx codes that meet medical necessity for delivery codes somewhere that I can review specifically for CPT 59409. Any help would be appreciated. Thank you!
