Okay to Code Office Visit and Wellness Exam for Follow Up on Routine Lab Results?

i have a provider billing for office visit and wellness exam. member had labs done a week before the wellness exam. is the provider allowed to charge office visit fee to follow up on the routine lab results? Is going over the lab results part of the wellness exam? There were no medical diagnosis for the office visit.
