Wiki open or closed reduction

i have a pt in the ED with an open fx, radius and ulna (bilateral). the MD does a reduction of the fracture(s), splints the wrists and sends the pt to a trauma center via ambulance.
are these reductions considered open or closed when there is an open fx??
