I billed an open shoulder with 23412 rt, 23130 rt 59 and a 23120 can anyone tell me if the cci edits disallow the 23130????? thank you

No you just need the 59 like you have it.

the cci edits do bundle 23130 into 23412 so technically you could bill it with a 59 modifier IF your documentation clearly states that this was separate from the RCR by showing that he altered making the surface a Type I/Type II acromion. Also make sure that this was not done just for visualization.
