I am getting different answers on this question. When a Doctor orders a consult from another physician, is that considered "additional work up" when counting the "number of diagnoses" portion of MDM? (3 points vs 4 points).

Some say only labs, xrays, ordering notes from another provider, etc can be counted as "additional work up"... but I have also been told that ordering a consult is like ordering a test... you are expecting a "result" back in the form of a letter from the consulting physician.
