In order to charge a new patient level 4 exam don't you need to have an 8 element exam? Wasn't sure if specialty is different. I have all HPI, ROS, etc but only 4 exam therefore thinking only a new patient 99203 can be charged. Thanks

If you are using the 1995 guidelines, yes. But you may be better off using the 1997 system specific exam for musculoskeletal system.
