I'm brand new at orthopedic coding and was wondering If this is correct...

A established patient comes in for a nurse visit, Pt is in global for Arthrodesis of the first and second tarsometatarsal joint of the foot.. Done on 01/13/2014... She has her cast reapplied because she said it was to tight... Would that be a established 99213 visit or a Post op visit? Also if 99213 I would use Modifer 24 and 58 also right?
