The provider has documented on their handwritten consultation form Right Knee DJD.
The dictated report has right knee osteoarthritis.

I would code it as M17.9 (Osteoarthritis of knee, uspecified). Another coder has it as M25.861 (Other specified joint disorders, right knee)

Can someone help?

I wouldn’t use an unspecified code, since you know it’s right sided. I would use M17.11. Read the tip under the m15-m19 section as to why you would use primary as the default.
 
I did use the index but DJD and OA go to two separate dx.

What are you looking up in the Alphabetic Index that's making you think DJD and OA go to two separate diagnoses?

Disease, Joint, Degenerative specifically directs you to "see Osteoarthritis"

If you started from the word joint, you'd also get to Osteoarthritis
