Wiki Outpatient Office Visits

If a patient goes to a provider whose office is in an outpatient facility, does anyone know if the outpatient copay should be applied or the office physician copay should be applied. The provider will bill 99213 with place of service 22, and the facility will bill with 510 revenue code.
