A patient presented at our hospital for blood transfusion only (P9016). However, after the units of blood were prepared for transfusion, the patient was unable to receive it due to foreseen issues with the fistula. The procedure could not be started at all (36430). However, the blood was prepared by a healthcare professional and therefore had to be wasted. Can the facility still bill for the P9016 despite the fact that the procedure was terminated? IF we can bill for the blood, is there a specific modifier that should be appended to indicate it was not administered?

If anyone has credible links regarding this issue I would appreciate it. We are stuck!
