Wiki PA-C billing for ER services

I had a situation come up where a hospital is not billing ER services for a PA-C. I found where MCR will pay eht E/M service if the physician is involved with the care, but my question pertains to additional services. The PA-C did a digital block and suture. Who get's paid for the service? The PA-C who did the service or the physician who was overseeing the PA-C? I would be grateful for any help....

PA should be independently credentialed

The PA should be independently credentialed and should bill under his/her own name/NPI.
"Incident to" does not apply in the ER.

Thanks! That does help. I was leaning toward the payment to the PA on the additional services, you just helped me make up my mind. :)
