PA Radiology Billing- Novitas MCR (MS)

We are having a problem getting PA claims paid with Novitas MCR (state of MS) when we bill under the Physician Assistant's NPI. We can bill these same codes under a PA in TN without issues. CMS guidelines show it is in their scope of practice yet we are being told it is not in MS. Does anyone else have similar issues and if so how are you rectifying?
