Wiki ParaCervical Block with a Cystosscopy?

My GYN group is billing a ParaCervical Block when doing a Cystoscopy. I cant find if its included or if it the block can be billed with a 59 modifier?
 
There is no reason to do a paracervical block with cystoscopy and, therefore, it shouldn't be billed. If you mean they do it for hysteroscopy, that is a different issue. I think it would be included in the hysteroscopy code itself.
