Can PAs bill a New Patient or New Problem or must they see the doctor first?

Yes they can. We have several PAs and NPs who see new patients as well as patients with new problems.

If it's in their scope of practice

If the care and treatment are in the PA's or NP's scope of practice, then, Yes, they certainly can bill a new patient on their own. Their documentation must meet the guidelines for the level of service, of course.
