Is it incorrect to use modifier 80 if the physician assistant is the assistant surgeon? I am not sure when to use AS or 80

AS applies to PA's.

"The AS modifier must be on claim for assistant at surgery claims"

We use AS on all insurance claims except for BCBS and they tell us to use modifier 80.
