Wiki PA's Billing fracture care

We recently got a PA, and he is credentialed. He saw an established patient, and encountered a new fracture. he wants to bill fracture care. Can he do this? I dont see why he cant, but this PA thing is all new to me, and I am just covering the basis. any help is appreciated.
 
We have an NP and I know that he gets paid for fracture cares we bill out; as did our Pa when he was working here. I know that there are certain payors that will not pay unless there is an "attending", but I have not known the "mid-level" status to alter fracture care of not. Any other opinions??
