Can anybody please help me out would passport pay for hospital hp code along with a modifier aI when the dr was the admitting doctor? The code that is being denied is 99254 AI thanks.

99254 is a consult code, and Medicare no longer accepts the consult codes and most payers have followed this. In addition an admitting provider would not be billing a consult so even if the payer accepts consults, it would not be logical to bill a consult code for the admit, you will need to use the initial inpatient codes 99231-99233 with the AI modifier.
