Hi i am ED coder while coding i am getting most of the charts with Past medical Hx and Race : White/Black . Can i consider patient race for Social Hx ? Any suggestions would be greatly appreciated.

I would not consider it social history. There is a list in the CPT book, under 'definitions of commonly used terms', of elements that are considered social history - race is not listed as one of these.
