paying to the provider with an assignment of benefits

I recently relocated to Maryland from Florida. I work almost exclusively out of network. In FL, the assignment was was pretty strait forward. All out of network payments went to the provider with a few exceptions (BCBS Federal plans, NYSHIP plans, random self funded non ACA compliant union plans....and for some reason Publix (they were the meanest)).

In MD, it seems that payment is going to the patient even when the policy states that they accept assignment of benefits. This is mainly happening with Blue Card Plans. The state does have an assignment law, but the language is much more dense that the FL law.

Do I have standing to fight for the payments to be remitted to the provider, especially if the insurance contract states they accept an assignment of benefits?
