Wiki PCP inpatient discharge or transfer care to Behvioral Health

I have a patient that was discharged from her PCP in the hospital. That same day the Behavioral Health Doctor billed an initial inpatient. The patient never left the hospital. Can the PCP bill for the Discharge. To me, it looks like he only transfered care.
