PCS supplement code question in hernias

My facility codes PCS codes for outpatient surgeries. Is it appropriate to use 0YU0JZ I have been told that it can be used as the supplement code for repair of an incarcerated hernia repair with mesh without separately coding the supplement code for insertion. This code crosswalks from 49507 to TO 0VBG0ZZ. Ive been told the OBV code is the correct code for supplement with the mesh in the repair after tumor or lesion excision. There was no tumor or lesion excision so why can the repair with mesh of an open incarcerated inguinal hernia NOT be coded separately in this scenario - Many thanks if you know of more information that would help me
