Is the new 2012 PD modifier APPROPRIATE for use for Hospital Outpatient services or only for Non-hospital facilities?

Did you get a response for this question? I read Barbara's article in the Coding Edge, but outpatient vs. office was not addressed. Does anyone know if the PD modfier would be required on outpatient services within the 3 day time frame? Their payment is already reduced, and the technical charges fall under the hospital's 3 day window. thanks for any replies!

My research shows this is to be applied to the physician services if the patient is admitted within 72 hours of a visit. I also found where it states that all provider claims in a facility owned practice must be held for 3 days before submitting as a result. This begins July 1
