performing 2 seperate CT's of the upper extremity on the same day

Hello,
I believe that if I am to code both a right and left CT of the upper extremity performed on the same day that I could use a modifier 59 or put RT and LT on each..... is that correct.

I am coding for inpatient status in an Indiana Hospital.
 
I have similar problem with this, i am coding bilateral ankle block. and i reported 64450 59 LT 51 qty. 3, same as on the RT, but it was denied. do you have any idea?
here is the procedure:
posterior tibial nerve block
saphenous nerve block
sural nerve block
same procedure was performed on both left and right ankle. plsss help...
