Phone consult while patient was in the hospital

We had a phone consultation with a patient who was in the hospital. We are an allergy clinic and we spoke with the parent, on behalf of the child who is our patient, regarding as a follow up regarding their allergies and how they are doing. Can we charge for our phone consultation with parent when the child was in the hospital? How do we bill for it? The patient has medical assistance and we tried billing it as a phone consult and it got denied. Are we not allowed to bill for an unrelated service (phone consult) during hospitalization?
