What ICD10 7th character is used when a physcial/rehabilitation physician is consulting during a hospital stay for a closed fracture trochanter R femur?

No rehab is not active treatment for the injury, you do not test a fracture with rehab, you treat healing fx or the sequela with rehab... But again without a note it is not possible to really say.
 
The physician was thinking to use character A since the patient had surgery and during the stay he was asked to consult for rehabilitation services.

Any thoughts?
