One of our therapists has a couple of patients who utilize up to 30 minutes of his time with questions before he can start the procedures. All questions are related to the medical issues, but the PT wants to know if any of that time is billable to Medicare?

According to a conference I attended, all one on one time is billable as long as it deals with the issue at hand. If they are discussing techniques used for example, for Manual Therapy, you add that time to the total Manual Therapy time (discussion and therapy) and bill the units accordingly. Same goes for other therapies. Add the 'discussion' time to the appropriate CPT code. FYI...You cannot bill for time getting in and out of the pool, for example, time it takes for them to dressm rest time or any 'personal' conversation time.
