Physician House Call Travel Fee

Can a physician who performs house calls bill the patient cash for a 'travel fee' (since travel is a non-covered service under Medicare) in addition to billing CMS for the covered services e.g. E/M code 99342? Or would this be considered 'double billing' by Medicare?
