We had a physician you left the employment of the clinic, before e signing documentation. The documents have been dictated, but are not electronically signed.
What recourse do we have when trying to bill for unsigned documentation?

The attempt to mail him the chart note to get his hand-written signature, and then scan in EMR, could suffice. He may not agree to do it, but you document you've made the attempt and then he's out the reimbursement...if that's how you're set up. Without that signature though, I wouldn't bill it.
